Well, depending on who you believe, either he had an unlawful third child (a family is four, the propaganda on the walls says) or he punched out the officer in charge of the team that ferreted out said unlawful third child. Given that his wife didn't go to prison too, explanation #2 is somewhat more plausible within the story world, though it might've worked better for me had more corruption been part of the narrative.
