Permissions are permissions, no matter what the file type. All files have the same set of basic access/read/write permissions. If I was having a problem with accessing a file via the web, my first solution is to set the file to permissions 777 (read, write, execute all groups) to see if it's a permissions issue.
Did you do anything before you started getting the error? Also, does the error in the web browser have a number associated with it?
