My sense was that name changes are used for the really successful (Stephen King, JK Rowling, Nora Roberts/JD Robb for moving/separating genres) and the really unsuccessful (Sarah Monette, sigh). By contrast, CS Friedman and Jacqueline Carey have kept their names as they moved somewhat in genres, which is similar to what Mike Carey did here (urban fantasy to zombies). I had no idea that Carey was Mike Carey until I read the jacket copy, and Monette indicated that a name change was useful to get buyers/reviewers to take a chance on a new novel or series from a previously less successful author. I therefore speculated that Carey's publishers were deliberately making some distance from the Felix Castor books. This review suggests he's open about it, but I think "different target market" is pretty much the point--trying to reach people who wouldn't be particularly interested in a novel from a bestselling comics author, but might be interested in a fresh new take on the zombie trope.
