I don't think that was missing from the report, especially the sentiments about justice/injustice you describe, though it might not have been a big part of my notes. The report talked a fair amount about the desire to avoid national windowing practices among people who have access to broadband. It didn't talk a lot about the altruistic/community based motivations of the people actually doing the subbing, true, but I'm willing to file that under "high demand for timely access." It also noted many times that the "copyright education" done to counteract those attitudes by IP owners and governments is unpersuasive in convincing many people that they ought to wait until the copyright owner voluntarily brings the work to market in their area or forego a particular work if they can't afford to pay the owner-set price.
