Well, they're certainly getting an ethical education now. Although IRB approval might (or might not) shut down this survey, it also empirically does awful things to legitimate research. In a world where IRBs have often tried to take over ethical evaluation, there's no perfect solution, but yelling at them and trying to get their department involved are better, in my opinion.
